Barack Obama wants to tax the middle class?

Could someone please make me understand how to give a "tax" help someone zero tax liability? Under the Obama plan, 50% of income earners (who already pay a whopping 97.1% tax) would be taxed further, and any person who makes 50k or less per year to fiscal responsibility and ZERO – GET THIS receive more federal loans .. receiveing so huge tax refund checks. Is that relief? It sounds more like a government stipend for me. Am I the only one who sees Barack Obama for who he really is …. an ordinary day Robin Hood?
