What disasters caused by the government of private companies should be prepared to handle?

OK, it is clear that the government is not ready to deal with oil spills from BP, but it's really the responsibility government? When the government was responsible for the banking crisis, people have protested that the government should stay out of disaster management private. I wonder what would happen if Bush does not bail out banks and carmakers rescue Obama. The government could be blamed for not treating the financial mess? Anyway, agree or disagree that it is the responsibility of governments to manage disasters caused by private companies? I mean all disasters - financial, medical, oil spills, baby toys, etc.. If not, what should be the criteria of competence of the government's disaster?

The Government should be able to intervene each Once the magnitude of the disaster exceeds the capacity of society to manage or correct.
