Yes and no. They can say whatever they want, yet there are restrictions on what they can say. For example, somebody like Rush Limbaugh can say whatever he wants but he can’t use certain words, like some swears. If the government controlled the media, Rush wouldn’t be on the air right now. The difference between print and broadcast news is that print is something that is in magazines and newspapers. Broadcast is what is on tv and the radio. Setting the agenda, seems like it would be stating your beliefs. To answer the last part of your question, the effect the media has on politics is that it opens people’s minds to different beliefs.
