Transferring process into colleges?

How does this work? I’m thinking of going to a college to transfer into another one with history as the emphasis. I’m not sure on how this would work. I want to go to a college with an emphasis on history/politics/international relations, preferably in California or New York. I’m also unsure if I should aim high for a UC right away or head to a good state college and then transfer. I’m not sure which colleges, if any, have what I’m looking for. My average grades and test scores haven’t left me many options. Does anyone have the answers to my numerous questions?
I was thinking of applying to UC Davis but i might not be able to get in. (3.3 GPA) so I’d like to know if there were other schools (maybe Cal State) that I could transfer from? What are my chances at Davis or colleges with strong history/politics programs?

3.3 GPA is enough to get in to one of the City University of New York schools. My GPA was actually lower than that when I transferred in. The ones with the best history/polisci programs are City College, Hunter, Baruch, Queens, and Brooklyn.
