Why does the government know I powered electric car idea?

Why keep running into brick walls always try to give my idea of an electric car powered himself for government sites, businesses and car on. Never needs to be plugged in and recharge their batteries while you drive, what could be better? It seems that everyone wants to skip the opportunity to develop a car that never needs recharging and can operate over the entire length United States without a drop of gas, water, corn or something else that is used today. In the current state of my limited knowledge of electric cars, yet could convert an existing template in a self-propelled vehicle with very few changes. America needs someone to step forward and look beyond the political games and special interest groups. Is there anyone willing to take that idea and run with it? I would if I had money. Only a modern car electrical parts necessary to make it self-powered.
