It is clear that its policy of eco-correctness. Rachel Carson was the envirinmentalist who wrote "Silent Spring" a book on how DDT affected many other things such as mosquitoes, and to kill many birds that a "silent spring." And, arguably, the DDT used in excess, but maybe it was completely ban an overreaction of the main. After a while there was a reason I wanted to control the population mosquitoes. Unfortunately, DDT could save the lives of millions of people, especially children in Africa. As for the U.S. and we knew we could save our children in this way, do not hesitate. It's the same with condoms (the pope had a point. If you live in a country with an infection rate of 20% for HIV, you teach your children to refrain from the threat of HIV or simply give them an unlimited supply of condoms? (There is one chance in five of their partners are HIV positive a country with an infection rate of 20%, and condoms are 90% effective in preventing AIDS. These probabilities can be stronger than say, playing Russian roulette but still totally unacceptable.) The value goes beyond abstinence to prevent HIV transmission in any way that conforms to teach children self-discipline and personal responsibility. We need real compassion and a "People First" solve many of the most pressing problems in Africa, instead of act as a huge bureaucracy trying to handle the enormous problems of enormous continent.
