Government help: With changes in world politics after the Cold War, do you believe the role of CIA will change?

I have two questions in which I’m not sure how to answer. Any thoughts would be nice, thanks.

1. With the changes in world politics after the Cold War, do you believe the role of the CIA will change? Give reasons.

2. How do the responsibilities of the Departments of State and Defense overlap?

The end of the cold war was quickly followed by the GWOT.
The 11 year gap and funding cuts under the Clinton Admin created gaps in our resources to gain intelligence that may have prevented 9/11.

So after, the Cold War, the new focus for the CIA was NOT defined. They continued to collect and work the same as pre cold war.

The focus, Post 9/11, is collect info to prevent another attack on the US. Working less independent than in the past (homeland security)
The 9/11 report outlines the failures in our intelligence gather efforts and provided improvements to sections responsible

The DOD and State department overlap with
1. Treaties for US bases overseas.
2. NATO
3. Security for other Nations/allies
4. SOFA agreements
5. Training objectives (mainly under NATO)
6. DOD can be used as for leverage for the State department
